Yes, Indian passport holders must apply for a tourist visa (9A) before entering the Philippines, unless they meet specific exceptions.
Indian citizens can enter visa-free for 14 days only if they meet all of the following conditions:
Hold a valid visa or permanent residency for the USA, UK, Schengen area, Japan, Canada, Singapore, or Australia
Hold a valid return/onward flight ticket
Have a passport valid for at least 6 months
Can show proof of sufficient funds for the trip
If you don’t meet all of the above? No problem. You can still apply for a Philippines Tourist Visa (9A) in advance.
This is the most commonly issued visa for Indian travellers visiting for leisure, family visits, or short-term purposes.
It is a single-entry visa valid for three months from the date of issue and allows a stay of up to 59 days.
Extensions can be applied for after arrival in the Philippines at the Bureau of Immigration.
Think of your application as your first conversation with the Philippines. Here’s what you need to say, in paper:
Downloaded and filled from the official website of the Philippines Embassy (New Delhi) or Consulate (Mumbai)
All fields must be completed accurately, including hotel address and flight dates
Must be valid for at least 6 months beyond your intended stay
Minimum one blank page for visa stamp
Two recent passport-sized colour photographs
White background, front-facing, no headgear (unless for religious reasons)
Briefly explain the purpose of your visit, your planned itinerary, and your dates of travel
Include your contact information and intention to return to India
Return flight tickets (confirmed or tentative)
Hotel reservations or an invitation letter from a friend or relative if staying with them
Bank statement for the last 6 months, signed and sealed by the bank (₹1.5 lakh minimum balance recommended)
Income Tax Returns/Form 16 of the past 2 years
Employment certificate/Leave approval letter if employed
For students, a valid student ID card and letter from the institution
Aadhar or PAN card photocopy
Especially helpful if you have past visas or international travel history
Travel insurance (not mandatory but strongly recommended)
Itinerary with activities and places you plan to visit

Processing time: 7–10 working days
Recommendation: Apply at least 3 weeks before your intended departure
